PART ONE
Purpose, Scope, Basis and Definitions
Purpose
ARTICLE 1 - (1) The purpose of this Bylaw is to regulate the aims, fields of activity, organs, duties of these organs and working procedures and principles of the Istanbul University Observatory Application and Research Center established under the Rectorate of Istanbul University.
Scope
ARTICLE 2 - (1) This Bylaw covers the provisions regarding the aims, fields of activity, organs, duties of the organs and working style of the Istanbul University Observatory Application and Research Center.
Basis
ARTICLE 3 - (1) This Regulation has been prepared based on subparagraph (2) of subparagraph (d) of the first paragraph of Article 7 and Article 14 of the Higher Education Law dated 4/11/1981 and numbered 2547.
Definitions
ARTICLE 4 - (1) In this Regulation
a) Department: Istanbul University Faculty of Science, Department of Astronomy and Space Sciences,
b) Advisory Board: Istanbul University Observatory Application and Research Center Advisory Board,
c) Center (GUAM): Istanbul University Observatory Application and Research Center,
ç) Center Director: Istanbul University Observatory Application and Research Center Director,
d) Center Board of Directors: Istanbul University Observatory Application and Research Center Board of Directors,
e) Rector: The Rector of Istanbul University,
f) University refers to Istanbul University.
PART TWO
Aims and Areas of Activity of the Center
Objectives of the Center
ARTICLE 5 - (1) The objectives of the Center are to contribute to the conduct, announcement and dissemination of scientific studies to the society and to support the training of students and academic staff by using all the observation, research and education-training opportunities.
Areas of activity of the Center
ARTICLE 6 - (1) The fields of activity of the Center are as follows:
a) Carrying out academic activities in the field of astronomy and space sciences; conducting and supporting research, improving observation opportunities.
b) Organizing and announcing public events in the field of astronomy and space sciences, evaluating visit requests regarding the facilities under its responsibility.
c) To produce science-society projects and/or participate in existing ones.
ç) To keep the observatories and laboratories under its responsibility ready for service, improve their facilities and establish new ones in order to contribute to scientific observations and research.
d) To create a written and visual archive to provide resources for academic and public education and training activities and scientific research.
e) To cooperate with domestic and foreign organizations operating in the field of astronomy and space sciences.
f) To contribute to the courses and practices in the undergraduate and graduate education programs of the department.
g) To propose sending staff to relevant domestic and foreign centers in order to contribute to research and training of academic staff in the field of astronomy and space sciences, and to invite academicians from Turkey and abroad for the same purpose.
ğ) To announce and promote research and applications in the field of astronomy and space sciences by using printed and electronic communication and publication tools.
h) To contribute to science and education by organizing courses, conferences, seminars, symposiums, workshops, summer and winter schools, national and international meetings in the field of astronomy and space sciences, and to award certificates.
ı) To establish, develop and operate a planetarium to support scientific and current activities in the field of astronomy and space sciences.
i) In addition to routine observations and studies, to announce, organize, carry out, evaluate and disseminate the results of opportunity observations such as asteroids, comets and eclipses.
j) To perform other duties assigned by the provisions of the relevant legislation.
PART THREE
Organs and Duties of the Center
Organs of the Center
ARTICLE 7 - (1) The organs of the Center are as follows:
a) Center Director.
b) Center Board of Directors.
c) Advisory Board.
Center Director
ARTICLE 8 - (1) The Director of the Center is appointed by the Rector for three years from among the faculty members of the University working in the fields of activity of the Center. The Center Director whose term of office expires may be reappointed.
(2) The Center Director selects up to two assistants from among the members of the Center Board of Directors.
(3) Assistant Center Directors shall perform the duties assigned by the Center Director and one of the assistants shall deputize in the absence of the Center Director. When the duty of the Center Director ends, the duty of the Assistant Center Directors also ends.
Duties of the Center Director
ARTICLE 9 - (1) The duties of the Center Director are as follows
a) To represent the Center.
b) Calling and chairing the meetings of the Center's Board of Directors and Advisory Board, and preparing the meeting agenda.
c) To ensure the implementation of the decisions of the Center Board of Directors.
ç) To prepare the annual work plan and annual activity report of the Center and submit it to the Rectorate after the approval of the Center's Board of Directors.
d) To carry out the administrative affairs of the Center.
e) To perform other duties assigned by the provisions of the relevant legislation.
Center Board of Directors
ARTICLE 10 - (1) The Board of Directors of the Center consists of five members in total, including the Director of the Center and four members recommended by the Director of the Center among the faculty members of the University working in the fields of activity of the Center and appointed by the Rector.
(2) The term of office of the members of the Center Board of Directors is three years. Members whose term of office expires may be reappointed.
(3) The Center Board of Directors convenes at least once every six months under the chairmanship and upon the call of the Center Director. When necessary, it may convene extraordinarily upon the invitation of the Center Director. The Center Board of Directors convenes with the absolute majority of the total number of members and decisions are taken with the absolute majority of those attending the meeting. Votes are given as acceptance or rejection. In case of equality of votes, the majority of the votes cast by the Center Director is deemed to have been achieved.
Duties of the Central Board of Directors
ARTICLE 11 - (1) The duties of the Board of Directors of the Center are as follows:
a) To carry out the necessary activities in line with the objectives of the Center.
b) To approve the annual work plan and annual activity report of the Center.
c) To take the necessary decisions for the effective and efficient operation of the Center.
ç) To determine the work programs and usage principles of the affiliated facilities and to supervise their implementation.
d) To perform other duties assigned by the provisions of the relevant legislation.
Advisory Board
ARTICLE 12 - (1) The Advisory Board consists of the Director of the Center and faculty members who have studies related to the fields of activity of the Center, among the faculty members of the University, recommended by the Director of the Center and appointed by the Rector.
(2) The Advisory Board convenes every year in November upon the invitation of the Center Director. The Advisory Board may convene extraordinarily upon the invitation of the Center Director when necessary.
Duties of the Advisory Board
ARTICLE 13 - (1) The duties of the Advisory Board are to provide opinions, recommendations and suggestions regarding the work of the Center.
CHAPTER FOUR
Miscellaneous and Final Provisions
Staffing needs
ARTICLE 14 - (1) The academic, technical and administrative personnel needs of the Center are met by the personnel assigned by the Rector upon the recommendation of the Director in accordance with Article 13 of the Law No. 2547.
Equipment and fixtures
ARTICLE 15 - (1) All kinds of tools, equipment and fixtures purchased within the scope of the researches supported by the Center are allocated to the use of the Center.
Cases where there is no provision
ARTICLE 16 - (1) In cases where there is no provision in this Regulation, the provisions of other relevant legislation shall apply.
Enforcement
ARTICLE 17 - (1) This Regulation enters into force on the date of its publication.
Execution
ARTICLE 18 - (1) The provisions of this Regulation shall be executed by the Rector of Istanbul University.
